But unless there is clear evidence of merit abuse and merit sell, most probably he won't serve the tag. You may keep an eye on their activities. If a DT member tags you for something stupid involving merit (ie. probably anything less than selling merit), then they're not going to be a DT member for much longer.

Actually not, he cloud blacklist (if he wants) to be a DT member. You can see from above and below quote.
- You must not be manually blacklisted from selection. This is done rarely, but it can be done if people are found to be gaming the system, or if they request that they are removed from selection.
This is one of the requirements to become DT members.
