Liberty and Perfect Money are two of the most popular payment processor used by Ponzi schemes and MLM because of their no-refund policy and cheap fees. I'm surprised that it took many years before they shut down. They started in 2007 and just ceased their operations this year; that's 17 long years.
They gave a reason on one of the country they served: its because of complex regulatory changes. I guess one of the reasons is they failed to evolve on an environment where cryptocurrency is gaining adoption.
