If newbies do their research well, understand the market history well, and prepare their capital as well as psychology well enough, I think waiting for dips to buy is good strategy. It's good strategy but not best one, because of a missing point in their mind.

2. What if the actual price when you started waiting for the dip is the dip and while waiting the price of bitcoin increased, don't you think if you had bought would have been the best.?

What if you see the dip and the dip is so dip and you think if you buy the dip the price of bitcoin will still go dip, because one thing about people who wait for the dip to buy bitcoin, they normally have a specific dip that they are so interested to buy, and if it is not their prefer dip they won't buy.
Why don't you just buy bitcoin anytime you have opportunity to buy and if the price also go dip it is also an avenue to buy more bitcoin than waiting for the dip. People who wait to buy bitcoin in the dip don't understand bitcoin and they may be getting it wrong.
Buying during a dip is often debated, but I think it's okay to buy when the price drops because it can make us buy more Bitcoin. But the problem that makes many people mistaken about buying when the price drops is that they deliberately wait for bitcoin to drop. If the context is like that, I personally don't agree with it.
