Like another country getting into crypto could mean better global trading volumes yea?
Diversification is always a good thing.
In the decentralized world we need more "services" that are in different independent regions so that we can get a better decentralization even in the centralized services. So for example in case of CEXes, if one CEX decided to block certain groups of people, they can have an alternative.
It is like the case with miners/hashrate. It is best to have mining pools in different jurisdictions so that if one government decided to force them to censor transactions (like what US gov is doing) the miners can migrate to another jurisdiction that doesn't force them to attack Bitcoin.
Does it also mean that it will boost global or state-level Bitcoin adoption, or complicate things because of tighter surveillance and control?
Did existence of CEXes in other jurisdictions lead to "state-level" bitcoin adoption? No. It won't be true here either.
But it will boost adoption for the people of that country since they'll have an easier way of accessing what is already in their own country, complies with their own laws and works with their own banks.
As for surveillance and control, it obviously would make it easier for the government of that country to snoop in people's finances but it is better than having another government of another country do it!
