I don't know if this is the good section for this but anyhow
I need a web wallet for micropayments that can deal with the fees itself (I don't know if they all do as I never used those) but I need one that won't start complaining you need main coin L1 funds before sending L2 coins
I know not your keys not your money, I will just be using it for micropayments, don't you start lecturing me on that

And yes it can be an exchange wallet as long as it doesn't charge me 1 Bitcoin to send 1 Satoshi.
