In all of history most economic systems have been tried at various times and to varying degrees of success. Rationing is the wrong term, in the modern age we see that well regulated capitalism is probably the most effective method of allocating resources to the most productive parts of society because it is self regulating.
I think the governments do what can be done but do think of their own interests to keep the votes in and other things, people dont like what the government does and hence the disdain leads to conspiracy theories and other bullshit.

It is true that resources are scarce in many parts of the world, but people have survived over the years and they will continue to do with the setting up trade with nearby countries and so on.

Since we are part of the government, we should make sure to bring in changes every election as much as we can by voting. Look at the long term effects of the policies and not short term freebies.
