There was a discussion about inactive moderators in the past, I can't really remember what was said on that thread, but I can vaguely remember that global mods are usually the ones who will moderate boards if the appointed moderator is inactive.

Anyway, if you check the moderator of beginners and help, you'll see that the moderator(MiningBuddy) has been inactive since 2018.
