That is what this is post is for.
Explorer sites like etherscan can flag addresses that are involved or related to major crimes that are seen (mostly exchange hacks).
To make your idea a little more practical, I think you'd need some super advanced intelligence API (my mind goes to Arkham platform) and leverage cybersecurity information aggregators into your system and you could build a machine that would filter out funds from addresses with such flags and refund them automatically. While it might fail to catch small amounts of "dirty" funds, that's also how law enforcement often ignores reports of small losses.

After all, good platforms aren't built overnight.
