I didn't handle it, but it being against the terms of their site wouldn't mean it's not allowed here.
I am not really referring to their rules but this also:
Services are added to this list when we come to believe that essentially no trades of such accounts are following our rules, which prohibit for example selling hacked accounts, accounts requiring KYC info, accounts created using stolen identities, accounts which cannot be legally traded, etc.
But thanks for the clarification. Gambling sites are not listed on the lists that I quoted this.
Sometimes reports are occasionally accidentally marked too. Easier to do when you're on mobile, but as theymos said it could have something to do with the kyc situation not being clear. Maybe we should update the stickies too.
Probably it was marked as bad because it wasn't clear that a Stake account could be a KYC-verified account. I had to Google it to find out that "Stake level 2 verified" requires a photo ID and should therefore be considered a KYC-verified account. So you're right: it should be deleted.

A lot of these sites don't require kyc, or at least didn't used to but some seem to be going more a legitimate/mainstream way now. What's even more annoying are the ones that let you sign up and play but require kyc for you to withdraw. That's always seemed kinda scammy to me because they'll do everything they can to not let you withdraw and if you signed up with a fake name or whatever you're screwed.
