4 years is a longtime for anyone to get a clean sleeve , but with the kind of case which is almost irredeemable it doesn't look like you will be getting a second chance.
Instead of waiting for 4 years, OP could have created a new account and worked way up to Legendary, while also contributing to the forum by creating posts or topics (which would be useful to the
BTC-community). I think this would have been the best way to atone for OP mistakes: having come a long way from the very beginning and putting himself out there for the benefit of the forum (you'll have to be creative here).
Just waiting for a long time is not the most rational use of time.
As far as I know, creating a second account is not prohibited. So why not take advantage of this chance? Of course, if the ban (reason) of the first account doesn't limit the second account in any way.
Besides having to let this account in means anybody who has waited a long time can get a second opinion as this will set precedent for everyone banned to get second opinion and get unbanned.
This is the peculiarity of rules (laws) that everyone must adhere to (follow), without any concessions to certain individuals. Make an exception for one and everyone will want the same thing. As a result, this rule will not be followed at all.
Off-topic: When making these appeals , shouldn't users be focused on what they have done for the forum besides getting sig paid and the alike to showcase the service rendered to the forum and their valuable standing here?
In fairness, perhaps that's how it should be. The user displays a list of his good deeds so that the
BTC-community can assess the significance of these actions for this forum.
