Goodluck with that, but just as everyone in this thread has told you, your chances of success is very low because it would not be long before the authorities come after you, this is the reason why eXch is shutting down, they were a centralized service, but a privacy-oriented one, and the government is against privacy services and tools. There are a lot of factors to consider, like your anonymity and the jurisdiction you'll be registered in, if you do all this right, you may be able to operate for sometime, but it is almost inevitable that they will get to you.
