There are shady or scam exchanges from Russia like Yobit, Livecoin and more, I can not remember all of Russian exchanges.
I expected to see many more Russian exchanges on that source and not just Yobit and CEX.io. I knew about Yobit but I didn't know that CEX.io was also Russian.

The news about Russia being willing to allow qualified investors to trade bitcoin and crypto has been going around for the last days but it's the first time I am hearing that government institutions will stand behind it, run, and control it in some capacity. Russia has been dealing with bitcoin for years on a state level. There is no doubt about that. Ever since they have been cut off from SWIFT, bitcoin has been a viable instrument for the country. They use it but don't talk about it much in public. China uses bitcoin, Iran uses bitcoin, and so does North Korea, etc., etc.
