To understand how absurd a Russian Black Sea Navy is you have to understand that it first would have to pass the Bosporus strait (right through the heart of Istanbul) to arrive in the Sea of Marmara then pass the Dardanelles strait again Turkey territorium (NATO) to arrive at the Aegean Sea Greece (EU) waters. Now the fleet is ready to do some major battles in the Mediterranean Sea, at least some drunk a*s politician will tell you so. Turkish people if they wanted to stand on the bridge and in the literal sense piss on the passing Russian Navy.
The world is a nut house.

Unfortunately, Ruzzia had a naval base in Siria and, AFAIK they still keep one in Argelia. So they do have a fleet in the Mediterranean if needed. Crossing all those straits is not an issue in times of peace and Turkiya is always with one foor in each field, despite being NATO for convenience.

The fleet in the Black Sea was providing Ruzzia with some interesting military capabilities regarding early detection, interception and power projection in the form of missiles.

On the deals, for what I see in the US plan, as it has become public, Ruzzia grants no concessions (in respect to what they were able to achieve by force) while Ukraine does have to make concesions regarding their sovereignty - and critically, that is eve BEFORE a cease fire or agreement to stop violence.

The European proposal seems much more logical - first stop the war and then negotiate.
