Don't get too excited yet, this is an experimental program and it will be so scrutinised to the point that it will only target the extremely wealthy and highly qualified investors. So, expect no commoners or retail traders/investors as you think, and I believe many of those who would join would be the already experienced crypto investors/traders in other places. They will only move their crypto asset down there.

Majorly, I believe this is to increase accountability in crypto transactions in Russia and better help Russia evade Western sanctions. It's a calculated plan!
