Can anybody explain me this rule a bit further, maybe in simple words with examples?
It's to prevent Newbies from creating spam-Flags. To take your account as an example: you can "only" create 658 Flags per year. I think the "globally" means all different Flags added together.But I won't matter unless 3 users supports it right? I mean even if a newbie tried to spam flags it won't be active/visible, not until the right conditions are met!
