I'm looking for ways to defend user privacy and push back against authorities
Which authorities? Wink There are many different authorities in the world, with many different (world)views.

It sounds like you want to have the cake and eat it.

3. Using Cloudflare to mask the server's IP address.
Cloudflare is not going to help you prevent legal issues.

OP, you should read eXch's post history. Start from the beginning, see how they "pushing back", and eventually caved in.

As theymos puts it:
This isn't as free a world as it was when Bitcoin was first created.

So there is no easy answer for building a privacy focused cex...

If there was, many would be doing it...and many have tried in the past. They either failed before being able to release after realizing that it was legally a large risk, or they tried and eventually got pressured into being taken down (if they didn't have malicious intent to begin with).

Don't let that kill your innovative spirit. Pivot to trying to build a DEX. If you want inspiration, check out demex. I recently found out about them, they're a decentralized exchange with centralized-exchange like functionality, with a working beta product that is not just cross-chain but also bitcoin-compatible.
