It all depends on the society where you're living because 3,000 dollar isn't that big to take care of you monthly because for some they have more expenses to take care of. People have bills that's as much as that 3000 dollars or when they combined other bills like their rental bills, car bills and for those with child they have other bills that can make their monthly bills to be more than 3,000. Poverty depends on our mindset because for some, they might be earning more but aren't capable of saving neither do they have any investment that they're into that they can boost of giving them money to handle some bills for them. Many people are actually poor but because of the state of the economy in their countries, they think that they're wealthy although when using global scales, they're poor.
For all but a few countries in the world, 3 thousand dollars a month is a huge income. In many countries, people earn this money not in a month but in a year. In a few developed countries this may seem small, but then you have to adapt to the conditions there. You have to spend according to your income. Also, in developed countries, if there is a welfare state, the state will take care of you when you are poor. So you will not need 3 thousand dollars monthly again. People need to look outside and see different lives, not just from their own position.
