It's more comparable to arcade games being placed in public places. Before, arcade games can only be found on a specific area of a mall in an arcade zone. But now, here in my country I see some arcade games being placed into some business establishments as a form of entertainment. Though it's originally for kids, I sometimes see adults playing there and have tons of token where it's the currency you used to that arcade machine. I see them enjoy playing even if it doesn't have any monetary return.  I see those arcade machines as a form of gambling as only the owner benefits from it financially.
