for me, the reason why fenerbahçe can't be champion is the following;

sometimes teams have very bad seasons. maybe after a couple of seasons without success, everything gets so blocked that teams that normally don't fall out of the top 5 struggle to finish in the top 10 at the end of the season. but after these seasons they come back very strong.

fenerbahce finishes 2nd in most seasons, so they can't find the rhythm because some of the players from that season leave and new ones come in. maybe if they have a very bad season and just try to find the problems in the team and close the gaps, they can bring out a much more ready team the next season.

i think the best example would be galatasaray in the 21-22 season. after finishing 13th they were champions for the next 2 seasons and now they can be considered champions.
