Though we will probably never know how many accounts the OP is operating (and how many are already enrolled in campaigns), I have a suspicion h will not give up on the " " account even though it has two neutral tags because he is certain he will have it enrolled with either one of two specific campaign managers that ignore many tags.
If we take into account that the OP is not a newbie and has other accounts in his history, he will start from scratch literally. What will he do, having two neutral tags that are unlikely to disappear into oblivion? He will start a new account, and his inactivity for two days already speaks of this. He has undistributed merits, so he can give six merits to his new account; you just need to wait (although my remark may ruin his plans
