They can decide on their own.I can't agree that there would never be any panic selling on the Bitcoin market ever again. New retail investors are entering the cryptocurrency markets every day. Most of them are lacking experience and they would totally panic, if something negative happens and FUD starts dominating the markets.
Also the big whales and institutional investors might start selling big amounts of BTC at some point, not because they are panicking, but because they want to sell high and buy low, taking advantage of the retail investors panic selling.
