It feels really awkward. Manchester United are 16th and Tottenham are 17th in the PL. But they are playing against each other in the EL finale. One of the weirdest scenarios ever. 
But anyways... IMHO, Amorim's club is closer to the trophy. Why? Because Manchester United have a much better history in European competitions. This is my reasoning. I'm open for being surprised by Tottenham also but this is my thinking.

This two teams never paid interest to the premier league and put all of their focus in the Europa League. This will be a very difficult match to predict because both teams needs to win this match to book a spot in the European competition next season. Both teams have been playing well in this competition and that has brought them this far to be playing in the finals. Manchester United is the team with more experience in European competition, but as Tottenham also needs to win the trophy to get to qualify for champions league next season, they can’t relent in their efforts and not to put in their best in this match, so that makes it even more difficult for Manchester United to win the trophy despite their experience in European competition.
