Gambling has gone too far to stop. The origin of gambling is as old as man and no true effort has been made to end it before the advent of technology which strengthened the act. The government is also a beneficiary and only cares about the taxes. Instead of expecting government to end gambling, I think it's easier to fight under age gambling which is in the increase now. Children between the ages of 13 to 17 years old have taken over gambling and this poses a threat to the future.
Bad governance in Africa is also a big factor, joblessness is evil and comes with various vices. The best that can be done is to advocate for job creation and also enforce ending underage gambling.
