Sorry to say that this is a bad suggestion and can be very risky to him to create a new account since multi accounts is mostly breaching the terms of the casino. Even if multi accounts is allowed, creating a new account wont give any difference since the case is about provider's restriction. What he should do is to ask the support why he cant play the game while he should be able to play if he is not coming from the restricted jurisdiction by the provider.
