That is from the Central Bank that has detestfully condemned Bitcoin for years. But now appreciate Bitcoin because it has helped them. Russians now realise the beauty of the decentralisation of Bitcoin against the dominance of the Western world. 
We as Bitcoiners don't need any confirmation from any governments about performance of Bitcoin over past years.
