Even all the scammers who are in developing countries scamming rich in developed countries with protection of no law enforcement working in their living can monetize their scams and tricks using Bitcoin or other crypto. But without BTC there would not be all other altcoins and shitcoins around. So Yes Even Scammer from the poorest parts of Nigeria or India taking money in millions from USA elder people is from money perspective helpful for developing countries. And maybe even more helpful than charity. From point of moral there it is hard to measure impact on local moral of people. It can be positive in some way and negative as well.
