We need to know that crypto doesn't perform any magic. If the country is poor, the government should help its citizens  upgrade to a certain level where they can help themselves.

If you live in a poor country, how can you afford to buy crypto to help someone? Crypto isn't always the answer to everything. For some, spending a little on cheap coins might pay off, and they might have a big success story, but that’s not always the case.
 
Crypto doesn't end poverty, in fact, it can make you poorer if you don't know what you're doing.  if you have the right knowledge and resources, it can help you make a lot of money.



In order for cryptocurrency help a poor country, the government needs to implement blockchain-related projects and build crypto-related infrastructure.  The government must also provide a friendly environment for the crypto-related business.  Creating this thing should provide its citizens with job opportunities.  This way the citizen does not need to invest money to be able to better themselves.  Aside from that if the government do these things, with several crypto-related businesses investing in the country, it will also greatly help the government's monetary fund through taxes.  With extra income, the government then can accumulate funds for infrastructure development which then again creates job opportunities for its citizens.

So I believe that the government should embrace the crypto industry creating opportunities for blockchain tech to flourish in its country.  The citizen will be at the receiving end if this goes very well.
