We need to know that crypto doesn't perform any magic. If the country is poor, the government should help its citizens upgrade to a certain level where they can help themselves.
If you live in a poor country, how can you afford to buy crypto to help someone? Crypto isn't always the answer to everything. For some, spending a little on cheap coins might pay off, and they might have a big success story, but that’s not always the case.
Crypto doesn't end poverty, in fact, it can make you poorer if you don't know what you're doing. if you have the right knowledge and resources, it can help you make a lot of money.
I can't agree less with you in your last paragraph from your post. It is a misconception that people normally have about bitcoin portraying it as a poverty alleviation scheme. Bitcoin requires money before you begin to invest which means a poor man or poverty has no business with bitcoin. No magic to perform with poverty using bitcoin or crypto at large.
A poor country need a serious developmental plan and not bitcoin investment. Bitcoin can only boost countries economy when they have more money to pump in the market as an alternative reserve. Sorry to say but when you are poor, you don't need bitcoin, what you need is job to sustain yourself else you're prolonging your poverty.
