If creation of the account requires submission of personal information & verification (KYC) then the answer is "no." The thinking is its not only technically illegal to pretend you are someone else by using an account registered under their name, but its dishonest as well.
If creation of the account doesn't require KYC, then its probably allowed. But it also depends on whether BTC is being accepted for the account sale. If its not, the thread will be deleted.
