I may not know in other African countries but you see in Nigeria we have lots of gamblers. No joke, the numbers are increasing every single day both in online casinos and in local betting shop.
What you think as the local betting shops will likely still be seen as online, unlike landbased casinos. I mean if you are referring to the betting agents that people go to place bets. This is different from gambling directly with the casino offline. Also those countries are very rich but if you check the my posts above, if it is online gambling, we should be there.

Countries that are also struggling on economy growth can as well massively embraced gambling due to desperacy of making money which residence might as well gaze at the gambling prize pooling units as a means of making money on winning which has lead to massive increase of Nigerians pulling a high rate of gamblers in the gambling industries today couple with the accessibilities of players being accessible to online and offline gambling systems.
And that's why if watch clearly, most gamblers in our localities get carried away on that course of trying to make money while playing adamantly even while loosing above their limits.
