I also advice to not use VPN to bypass the restriction to avoid more violation.He is coming from a country which is not restricted by the casino's terms but he is blocked by his own ISP so basically using VPN is not violating the terms.
I've been here for 2 years and always accessing Shuffle using VPN without any issue

Of course I do not mean to recommend others to use VPN, just telling my own experiences (not only in Shuffle but also in all casinos where I used to play).
Using VPN will be a violation if it is being used to bypass the restriction by the casino's terms but if using VPN to bypass the block by ISP should not be an issue unless it is clearly stated that VPN is strictly prohibited.
It would be probably safer for the user to inform the casino that a VPN is being used to log into the casino. If you're playing activities are not suspicious and your KYC is not fake, I couldn't why the casino would disallow it.
Plus using a VPN if you connect to insecure public WiFi networks is ACTUALLY RECOMMENDED. You never know that there might be packet sniffers sniffing your traffic.
