Blockchain has no boundaries and limits for transactions, you can be in the deepest part of the earth be it another planet provided you have Internet connectivity you would definitely receive your coin at the right confirmation time, you transactions doesn't pay flight ticket neither does it pay for a taxi to move to the next country to confirm in someone wallets.
So, there would be need for creating separate blockchain for Mars, all you just need is for there to be habitable, which means can have All human needs to survive including network then transactions would have no boundaries.
