If he can proof the ownership of the account and the account is able to be retrieved for him, he can continue to use the account and maybe any pending tag on the account being used for illegal activity can be removed. But if OP claims to have tried to retrieve the account before, he can provide the details of when he asked for the account to be retrieved for him.
If he has no proofs, then no one will believe him and may have his ulterior motive for just waking up to fight for an hacked account after 10 years. Anyone can come up and claim to own any account in this forum but if they don’t have proof to back up their claims, then it’s all false. However, if the user can sign a message with the account, the story will look more true than just making it look false and unbelievable.
