As far as I know Shuffle is VPN friendly casino so We can assume that its safe to use that as long as they are in allowed region and don't have any intention to violate something on their casino.

As far as you know? What have you been reading then? It literally says in their ToS:

7.4. Any attempt to conceal your true location through the use of a VPN, proxy, or similar service or through the provision of incorrect or misleading information about your place of residence or location will constitute a breach of these Terms of Service.

That includes both place of residence and location, which are only things to hide that VPN is good for. I guess you could use VPN from same location where you live as a security proxy, but honestly i can't see any other option as ToS clearly forbids the usage of it.

I understand if you need to hide your location in case being an expat, because your country wouldn't be on the restricted list, but that mention of location seems to take away that option as well.
