I am pretty sure that we can never really predict any UCL finals, at the end of the day we are not going to see things change that easily and because of that we are not going to end up with much more prediction on a single game. Think about it, even when there were bigger teams facing smaller teams, it's UCL finals, so the gap can't ever be "that" big, and this one is even smaller.
City, on the year they made treble, beat Inter to do it, and even then, people were unsure, and even then, the game was so close, City almost lost, Inter had so many chances but they missed. So when it comes to UCL finals, it's obvious that whoever got there, is not a bad team, because you are not going to reach UCL finals by being a bad team, you have to be great. Both teams are great, so anyone who has ever wagered on any UCL final before, will end up realizing it's always too close.
I can't remember what the exact minute was back in that final between Manchester City and Inter Milan, but for sure as you said, Inter could have won it and nobody would have complained about it. As much you have surprises in national leagues, it is the same in the CL. One of the examples was when Rotterdam equalized a 3-0 lead by Manchester City. You can't ever predict that, but those games are the reason why watch it.
Myself included, everyone thought when Manchester City won the Premier League with like 100 points in 17/18, it still wasn't good enough to win the CL easily, but they were definitely the strongest European team. The minor details in those games are what make a team a champion or not. Their timing this season in the CL was incredible. Every time they took away the opponents' momentum with a goal at the right time.
I think PSG against Inter Milan is a final that is worth it as these two teams have played incredible games. Inter beating Barcelona was too good to be true.
