Probably.
The IMF is part of a protection racket where countries are actively put into difficult states (though they don't tend to need a lot of external help for that) and offered the means to survive...for a price. The price is often that a share of the natural resources of the country is handed over to Western corporate interests.
So, it stands to reason that there have been instances where a country avoided some problems by use of the financial 'help'. At the same time, further enriching corrupt political interests within a country is not usually the most effective recipe for producing stable and prosperous nations as the marketing behind the racket proposes. It is a good way to continue the need for more IMF 'loans' in the future however.
I read somewhere that deeper down, the IMF is more controlled by the American bankers where with the World Bank it tends to be more the Europeans bankers who identify the targets and do the dirty-work.
