Actually they prefer tax the rich, and make the ones that are producing more wealth to feed the leviathan, rather thank permitting the Brexited UK to become a leader in the digital and financially evoluted world allowing UK resisting as as world financial hub.
In reality, that is not what they want, since they know that these measures will expel the rich, as is already happening. What such a government wants is to create a population of dependents of the state, as already happened in Argentina. They are not going to make it easy for people to become rich, or to have financial tools apart from the state, because they know that then people will not vote for those political options. That the option of a strategic reserve is not on the table is a logical consequence of their ideology.
