Tottenham have never been close to relegation like all other clubs in the Premier League since the bottom three Leicester, Ipswich, Southampton immediately took the last three places and they were always too far from the rest of the teams. As for the Tottenham trophy, it is mostly due to the new format of the competition, I think the difference in the average strength of the teams of previous years and this season is obvious. And considering the number of teams currently participating in the Champions League (for example, 6 from the Premier League haha), the quality of the Europa League will not improve.
UEFA doesn't want to improve Europa League or even Conference League. In fact the new format was to collect more money and make new teams in these two competitions win titles rather than the classical teams. There is a positive points is to boost the funds of the teams participating in these competitions and help them improving the squad so a long term improvement in the quality of teams especially from lower leagues in Europe. Obviously in short term no direct benefit will be seen.
Of course, Premier League teams are among the strongest teams in this league. Similarly, Serie A and La Liga teams are among the strongest teams. Although this situation seems to create unfair competition, it should be considered as a long-term step to financially support the weak teams of the small country. Of course, FIFA officials more or less predict the winners of these leagues. Maybe in the future, they may withdraw the big league teams from these organizations. They may organize a separate tournament for them because of course the teams that are financially strong are the ones who win in the matches of teams that are financially very different.
Bringing in few quality teams and merging them with other growing teams is not something that's bad and if the smaller teams can become more intentional enough, it's possible for them to also get a win even in the midst of some English teams that are looked as the stronger teams. There's a lot of privilege in playing as an underdog and that can as well result in helping these strong teams improve in their play and maybe aspire to win the conference leagues and other eufa leagues even when we have the big boys playing in such league. No one fixed it that only English league will always win in the conference and Europa league, the other teams that also participate in the tournament don't just join it for the numbers, they are in to win but unfortunately, the mentality is what's always lacking that makes it look like when you have Chelsea in the conference league, it's just certain that they must get to the finals and if luck shines on them, they will eventually win the league.
