In as much as the whales try their best to influence the price movement of BTC with their massive buys and dumps respectively, but I would not agree with the term manipulating. Bitcoin is bigger than being manipulated by a single person or group, else we would've seen it rugged a long time ago. No one can completely decide the fate of bitcoin and that is why it uses community approach to its propagation.
