Are the cards from a bank or some obscure Jordanian provider?
Are you selling the cards inside a letter unopened from the bank/provider or do you have access to all the details of the card?
If I understood correctly, we can only top-up those cards by using third-party systems of payment that allow withdrawals to a debit card, like paypal or maybe BTC-e.
