The 11th round of the Lambo lottery wasn't conducted, but at the same time, they encouraged users to buy golden tickets and advertised the lottery, i.e., they gave users false hope for the Lambo draw. Unfortunately, it can be called a scam. At least until they explain why they didn't hold the 11th round. Maybe there were unforeseen reasons that prevented them from doing so, but then they should have returned the golden tickets, or rather, the equivalent in sats to the users.
