Formally or informally, there will be always a government behind society. In this case you mentioned, there is going to be an informal government, composed by wealthy and manipulative individuals who are the most influent inside the code, blockchain or financial system. If they own most coins, they are already the ones ruling the society. And there isn't how to escape from this fact.

Decentralization is a nice concept, but for real, it doesn't ensure we live in a decentralized way, neither that we use 100% manipulation proof currencies. Even Bitcoin can have its price manipulated, as can see whales having great impact over its performance, playing with prices upside and down.
