I taught your rule had changed @1miau, this user @Derekfunds has violated that by posting again on this thread within a month of first submission. I'm guessing there might be others who did same.
Many thanks for the heads up, I wasn't aware that the Person in question already had his Merits distributed by applying here and I will try to check better in the future if any abuse is happening.

Ihre changed my OP accordingly and I've added a rule that one month needs to have passend since your last Submission. I hope it is clearer now.
