Here is my suggestion, I think what Betpanda need to do is to show the last time when the terms and conditions were last updated. This helps users know if there were recent changes or not. Alternatively, when term changes are made, they could make the users first accept the updated terms before using the platform.
I see it too on most ToS, its a common practice, as well as the privacy policy page too, and i guess there's an international law over it. And most of the time when ToS is taking effect an email is sent to users that they needed to read and agree with it, or they are free to move out. Well, at least that is what is most of time, like for exchanges.
Making changes to the terms and conditions of a casino wouldn’t cause for any big panic, they just need to make sure it reaches out to everyone that has opened an account with the casino, both past and existing customers. ToS is not something that changes periodically but keeping informed your customers is important to show how transparent you are to them in delivering your services and to also build trust between the parties.
