There are 2 possible options. A notepad is fine. I don't see any issues with making use of a note pad. You can organise your notepad the way you want you can add titles and you can even pin or move them to the top according to priority. That's enough function in a notepad to use. Also like someone here mentioned you can decide to keep it open as a tab but it's not actually something that I would do since I don't like opening tabs down except it's very necessary.
