From what i noticed, on the 7th of june the account was close to ranking up to Hero from senior member and the account also applied for help in the ranking up thread, which have been on for long helping those who are 25 merits away from they next ranks and from my expirencce, that thread contributed to the tons of merits perfectbaby received to rank up to Hero member.
I would have ignored the post since it is obvious the author is hiding under another account and not his main account to post. The author seems to know the forum and the merit system so well that was why he captured who got too many merits and is also able to judge the posts as low quality. He is indeed a Bad User as his name suggest.
Despite his knowledge of the merit system and how many merits a user is supposed to earn in a day, he did not even know that there are several threads where people close to their next rank are helped. He also forgot that there are users that help people move up in the forum. Next time let him post with his main account.
