From what i noticed, on the 7th of june the account was close to ranking up to Hero from senior member and the account also applied for help in the ranking up thread, which have been on for long helping those who are 25 merits away from they next ranks and from my expirencce, that thread contributed to the tons of merits perfectbaby received to rank up to Hero member.

I also think that it is pretty normal to receive some increased amount of merits when you are close to your next rank. I have experienced this myself twice, once when I was about to become a full-member, @Royse sent me 15 merits for this, and when I was about to become Sr.-member @theymo.s himself gave 10 merits to me for this
.All I can say is if you are genuinely engaging yourself in discussions, members will notice you. So I don't think anything wrong with the member in question getting a little bit extra merits for his posts. Honestly, too much discussion on merit sending will only deter some members from sending merits to new accounts easily. You will also have your fair share in due time, don't worry mate
