Yes. There is really no point in paying a company to create a multisig for you and in my opinion, these services are on the borderline of ripping people off. If it's a wallet that will be hot/active, learn how to secure multiple devices across different operating systems/architectures and keep the seeds safe and in multiple locations. If it's not going to be active, minus the former and create the keys on a secure and private system (a guide like [https://bitcointalk.org/index.php?topic=5086011.0]this[/url] might help), and store the keys safely and remotely as you said.

used coordinate relevant private keys or hardware wallets
if you're using any as cosigner might not handle change addresses correctly. That’s why I strongly recommend testing your chosen scheme
