It will not be easy to stop nefarious activity because no matter what barriers are put in place, scammers and cheats will find ways to circumvent. Having said that, when they are rewarded for their conduct they will create more accounts and in the end will infiltrate DT (some already have).
I cannot see it stopping now, in my opinion it is just a matter of how bad the problem will become. If it ever gets to the point where it is the biggest discussion in the forum over a period of time, maybe things will change but that seems far away.

easy we use a passive method i.e. we don't give him credit
I personally put people on the ignore list so I remember that I don't have to give them credit.
