They say givers never lack and that is the philosophy of giving and receiving. Someone who doesn't gamble might also be making their own money from other avenue. You should give to people around when you win except they refuse. I give when luck happens to me.
For me it depends on how big the win is, because the jackpot varies in amount, maybe I will give it to people around me if I get more than $10k, that's enough for my needs and to do charity.

The moral is to share when you have an unexpected win, this is indeed subjective, depending on how you do it, there is no obligation for every jackpot winner to do it, but as far as I know when someone gets a jackpot they definitely share it, at least with their family or friends.
